I have the honour to transmit a letter from Mr. C. May, Senior Police Magistrate of Hong Kong, which explains itself.

In a previous communication, I expressed my opinion of Mr. May. Five years' experience enables me to state that in whatever capacity he has been employed, as Magistrate, Treasurer, and Legislative Councillor, I regard him as a most valuable officer; never sick and never absent.

He has done very well, and because he has been in receipt for a considerable time of a large salary, acting appointments to the pay of his own office for maintenance would be pleasing. I do not think it would be wrong to increase salaries. Even suggesting that he will be constantly employed in acting offices.

I say that I have heard with satisfaction the testimony fully and unanimously given in addition to the talents of the office, which affords additional pleasure.
