I commend from ... Only I think it should be stipulated in the reply that either party be at liberty to revise its rates of Postage, on giving notice to the other. This, I observe, is not provided in the Convention, and, especially under present circumstances, it is a serious omission. I do not suppose, however, that there will be any objection to such an understanding. I should be glad if the Government of the Netherlands of India might be informed that Mails will be despatched from this Office for Batavia by every good opportunity on the following understanding; -

(1.) By British Packet. This Office will be responsible for the expenses of transit to Singapore and of the return correspondence from Singapore.

(2.) By Indian Mail Packet, and all Private Ships. The same.

(3.) By French Packet. Under the second paragraph of Article 8 of the Convention, this Office will be responsible for the whole expense of transit of closed mails to Batavia.
