My Lords,

I have the honour to report that, in pursuance of the authority vested in me by Your Lordship's despatch of the 23rd February 1876, relative to certain matters in Netherlands Indies, in which the Colonial Government were authorised to negotiate locally, I have now the honour to forward to Your Lordship copy of a despatch dated 8th November 1876, received from the Governor General of Netherlands India, in which were enclosed copies of a Convention proposed to be entered into by the negotiating parties, and based upon the principles of the Bow Pott Treaty.

After consultation with the Postmaster General of Her Majesty's Government, I have signed the Convention subject to the minor conditions engrafted by the Postmaster General, and I now beg to furnish Your Lordship with a copy of the Convention entered into.
