Perhaps the expression "Allowances Calculated on outlay incurred" is ambiguous and should be the actual expenditure on account of which it is granted and should not be looked upon as a supplement to salary.
Emolument insufficient
I think the Salary of £120 which the Surveyor General has raised is insufficient looking to the works carried on in comparison with the scale of salary now given to similar officers here and in other parts of Asia.
