"WE CANNOT but announce a silent declaration of war against the Shanghai International Settlement, and British and French vessels which are nothing but an extension of the Settlement in assisting the Chiang Kai-shek regime with the Yangtse as a base," declares a statement issued by the Japan- ce-sponsored Nanking Government, according to the "Domel News Agency."

HE EXECUTIVE of the Jewish Agency has decided to reject the British plan for the paci- fication of Palestine.
The proposals which the British Government will submit to the Palestine conference to- morrow are understood to have been considered at a prolonged. meeting of the Arab delegates last night.
The main feature of the proposals, It is understood, will be the sugges- tion of a round inble conference to be held in the autumn on the lines of the round table conferences which pre- ceded the new constitutions in India and Egypt, and Invitations to the conference will be issued by the King on behalf of the Government, not only to political representatives of Palestine and Britain, but also to constitutional experts.
It is suggested that the British representation also include members of the opposition parties, in order to place the future Palestine policy above party politics.
It is believed that British Govern- ment has expressed the desire to see self-government established in Palestine, although it has clearly Indicated thit it does not favour im- mediate establishment.
Subjects for discussion at the con- ference would doubtless include not only these on which agreement bas been found impossible during the present talks, but also on the ques- tion of treaty with Britain pro- viding safeguards for British interests in Palestine, and for the Various communities.
