and having obtained the verbal approval of His Excellency, members of Executive Council concurring, closed the bargain with Mr. Alw[yn] Combe upon the terms stated.
5. Mr. Newcombe was chosen because his engagement has been usefully employed in the surveys of which any reader of this date makes mention, and I am glad to be able to bear personal observation and experience to his excellent qualifications.
6. I would now suggest that his salary from the date of engagement, 20th of November last, be paid out of the $200,000 sanctioned by the Secretary of State for the construction of the Praya Wall, and that instructions to that effect may be sent to the Audit Office.
7. Anticipating the concurrence of His Excellency the Governor in Council on the recommendations made in my letter of this date on the subject of the Praya Wall, Mr. Newcombe will, under my directions, take out immediate steps to open the necessary quarries and to prepare for work which I trust we may be able to inaugurate early in the New Year.
