CIVILIANS START PASSIVE RESISTANCE CAMPAIGN
VALENCIA, JAN. 30.
THE GOVERNMENT ANNOUNCED TO-DAY THAT THE LOYALISTS
HAD REPULSED ALL INSURGENT ATTACKS ON THE CATALAN FRONT TO-DAY, INFLICTING VERY HEAVY LOSSES IN THE MATARO SECTOR.
The Insurgents, in a broadcast from Barcelona, claimed that the Loyalist counter-attacks were led by members of the International Brigado, composed of South Americans and Contra Europeans, which had been organised following an agreement between the French Communist De- puty, M. Marty and General Vincente Rojo.
Meanwhile the Insurgents claimed to have heavily bombed the railway stations at Gerona and Figueras.
Frontier reports indicate that the Insurgent authorities in Catalonia will have to deal with a wide-scale passive resistance campaign in Catalonia.

New Soviet 5-Year Plan
U.S.S.R. AIMS AT GREAT INCREASE
IN PREPAREDNESS
MOSCOW, Jan. 30.
THE PRINCIPLES underlying the economic programme of the third Five Year Plan, to be laid by President Molotov before the Communist Party Congress in March, clearly show that the
plan is destined enormously to increase the production of war material.
The plan operates from 1938 to 1942.
From reports published in the press to-day, it appears that the entire industrial production of the Soviet Union is to be augmented during that period by less than 188 per cent.

By 1912, the means of pro- duction, notably of machines, is to be increased by 203 per cent. Metal and machine-building Industries, of which the armu- ments industry forms a party are to be increased by 256 per cent, compared with the 1937 that these branches of industry will play a leading role in the development of the coming 'economic period.
