If the negotiations on issues pending with the Soviet Union fail, the Japanese Government "contemplates adequate measures."
This latter threat refers to the break-down of negotiations for fishery rights.
The threats were made in the Diet last night by Admiral M. Yonai, Minister for the Navy, and the Foreign Minister Mr. Arita, in answer to questions.
