Head Quarters, Hong Kong 20th August 1876.
I feel myself obliged very reluctantly to request to be allowed to submit the accompanying correspondence between Sir Arthur Kennedy, Governor of Hong Kong, and myself, for the consideration of H.R.H. the Field Marshal Commanding in Chief.
It will be seen from the enclosures that on an official occasion the Governor thought proper to require or invite the attendance of the Commanding Officer and Officers of the Regiment in Garrison without the subject being made known to the Major General Commanding.
