THE FIRST STEP in Great Britain's plan, announced last month, for strengthening Empire defences in the Far East was announced in Singapore to-day by the General Officer Com- manding the British Forces in Malaya, Major General Dobbie.

Penang is regarded as the back door to the great Singapore Naval Base where, it is understood, a Pacific Squadron will be stationed in the near future.

This Squadron, which will be in addition to the existing Far Eastern Squadron stationed at Hongkong, will probably include at least one or two battleships and an aircraft carrier.

It was announced some time ago, before the outbreak of hostilities between China and Japan, that the existing garrison of troops at Hongkong was also to be increased to six battalions. This increase will probably take place as soon as the new cantonment in Kowloon is completed. Plans, which will cost $20,000,000, for this contonment have already been prepared.---- United Press.
