Japanese newspapers, states a "Reuter" message, forecast that only three of the Ministers in the Konoye Cabinet will sur- vive in the new Cabinet. They are all pro-Fascists.
"United Press" believes that opposition to invocation of the entire National Mobilisation Act is responsible for the crisis.
At the same time, an administration led by Baron Hiranuma will probably have no hesitation in invoking the entire Act, and placing Japan on what is virtually a Totalitarian basis.
