18. The rapid increase in the number of Villas and Buildings at Kowloon, and of the lettings there for gardens set up to the immediate vicinity of the range renders it almost certain that within a very limited period the land forming the range will be resumed by the Colonial Government for buildings or garden lots, and the use of the range interdicted to the troops - should this be so, and the range above referred to on War Department lands at Victoria also be given up, the troops will be without the means of carrying out the annual rifle practice.
