of the security of the magazine which would be so greatly increased by the passage of the road alongside it in a tunnel.

I may add that I consider a wall on the east side of the Magazine is essential as one on the south, and will have to be constructed, and further that a palisade fence 8 feet high should be put up all along the north side of the new road to prevent persons passing from that road to the neighbourhood of the magazine, the length of which will depend on whether the road is carried in a tunnel, cutting, or on the surface.
