should be guaranteed by the local Govt. the cultivation of the land regulated and the drainage and sewerage of the villas which it is contemplated to build prevented from flowing into the streams or nullahs above or below the Tanks for if it is permitted to enter water courses even below the Tanks the health of the inmates of the Barracks would be endangered from the passage of the sewage thus brought immediately alongside
the various barracks in open receptacles.
