With reference to War Office letter of the 13th April 1876 Hong Kong. &c., I am directed to request that you will inform the Earl of Carnarvon that instructions have been sent to hand over the land at Victoria Hong Kong to the Colonial Authorities in accordance with the arrangements made in 1868.
