The reasons which led Lord Carnarvon to determine that on the retirement of the Chief Command of the Brittany Station, it would not be desirable to interfere with the provision of the Charter of 1843, that the administration of the Government should devolve upon the Colonial Secretary, are fully stated in the letter from this Dept. of the 6th June 1874.
As General Whitfield's term of Office was then about to end, Lord Carnarvon felt it necessary to give early intimation of his intention and not to take the succession of the Colonial Secretary to the administration of the Government lightly.
