John Pope Hennessy to be Governor of Hong Kong, your letter of the 4th April last, forwarding Copy of one from Major General Sir John Fraser Colborne, calling attention to a Charter dated 16 Aug 1875, Amending that of the Charter 5 April 1843, - representing and stating that by this order the Several Officers Commanding, unless he holds the Commission gubernatorial conjointly with the Governor, is excluded under any circumstances, from succeeding to the Administration, in the absence of the Governor, and that his position consequently becomes inconsistent with that accorded.
