HEROIN DIVANS

Action Taken Against Principal Tenant

One of the first cases under the Ordinance passed this year to sup-

press heroin divans, by penalizing those who knowingly let or sub-let premises for that purpose, was con- cluded before Mr. T. J. Houston at the Central Magistracy yesterday, when a 39-year-old widow, Ho Wal- hing, was fined $300, or six months' hard labour, for permitting her flat at Hing Loong Street to be used as a heroin divan on December 6.

Mr. C. A. S, Russ appeared for the defendant, while Revenue Officer J. L. Stephens prosecuted.

The case was adjourned from Monday, as Ho had stated that she was not the principal tenant, Yes- terday, evidence was given by Hong

Unless they take effective action to suppress ʼn divan on their premises, I intend to Impose maximum penalty, viz. 12 months hard Inbour, and $2,500 or another six months, on each case.

The actions they must take to protect themselves are either:

Give notice to quit to the keeper of the divan waning him immedi- ately to stop keeping the premises ns a divan. Giving notice is no pro- tection unless the premises actually cease to be kept as a heroin divan. If the keeper refuses to leave or close his heroin divan, recourse must be had to the following-go Imme- diately to a police station and in- form o responsible European officer about the heroin divan. Further steps will be taken by the police to close the divan, but no action what- Hoover will be taken against the principal tenant.

In all cases, I recommend the second procedure. Full protection will be given and the name of the informunt will not be disclosed to anyone, not even to this Court.

I again winli to reiterate my warning that I shall impose the maximum penalty. I have pointed out the means of self-protection for principal tenants, If they do not avail themselves of it they have only themselves to blame when they face a year's hard labour.
