wish If there is any incompatibility between the position of officer commanding the troops and that of Senior Member of the Executive Council when the Governor is
absent than there is when the Governor is present.
The S. of S. for War considers the presence of the Officer commanding
in the Council desirable, and I do not see what higher position he can have in it than Senior Member.
The real object of course is to place the administration of the government in the absence of the Governor in the hands of the officer commanding, but from that state of things we have been withdrawing, doubtless for good reasons;
