It is obviously desirable that if it is possible be dealt with by the local Tribunals, in cases when Murder or Manslaughter is charged, the Attesting of the Port, at least, be put in possession without delay of all the particulars.

It appears to me that the Consular officer of discretion tone not find it difficult to discern between the class of cases in which it is proper to let the local Tribunals intervene & those where the trial of the offence should be for the Exclusive Jurisdiction of the ships' nationality. I should be glad, therefore, if you bring the subject to the notice of the Minister & invite him to consider whether some reciprocal Arrangement could not be advantageously arrived at, whereby the Consular officers of either nation in the ports where privileged vessels are stationed should be instructed on the application of the local police & functionaries of the ports to give every facility for the execution of legal Process on board of vessels, in so far as it can be granted without sacrificing any necessary privilege or occasioning any delay in the departure of the vessel, and also to refer over to the local jurisdiction all cases of offences committed on board vessels in harbour which the Tribunals on the spot can conveniently & properly deal with, where no special reasons exist which in his opinion render departure from this general rule desirable.
