Cares, by a too rigid adherence to what are interpreted by him to be the Privilege Accorded under the Postal Convention of 1856 between this Government and France, to Rules subsidized for the conveyance of mails, and instructing to make a representation to the French Government.
Arrangement for facilitating the course of mails without infringing upon the rights of the Route, as referred to them by the Corporation.
I am further to transmit to you, for Lord Carnarvon's information, a copy of a despatch from Her Majesty's Minister at Paris, inclosing a copy of the answer returned by Monsieur Decazes to the Representation made by Lord Lyons on this subject.
The French Government, whilst it applauds the careful enquiry into the question, considers the Convention to be justified under the circumstances.
