The strained relations between Japan and Russia over Japan's fisbery rights in the Sovict's northern Pacific waters are believed to have cased somewhat during the past 24 hours. Japanese press reports to-day state that during an interview yesterday between Mr. Shigenori Togo, Ambassador in Moscow, and M. Litvinoff, Commissar for Foreign Affairs, it was mutually agreed to open negotiations with the object of reaching a new modus vivendi re- garding fishery rights to replace the existing one, which expires on December 31.
