A resolution urging that the civilian population of Cape Town should be registered and organised for air raid precautions, and that the coastal defences of the Cape Penin- sula should be modernised, was passed at a meeting of the Empire Group.

The resolution followed an address by Col. B, C. Judd, in which he said that while Cape Town-as Mr. Pirow, the Defence Minister, had pointed out-need never fear large-scale gas or air attack, a single raiding warship equipped with aeroplanes could do enormous damage to the city.
