New Defence Scheme For The

Philippines Is Indicated By Roosevelt's Declaration

WASHINGTON, Nov. 16.

MILITARY AND NAVAL circles have intensified their speculation as to a possible change in the United States defence policy in tthe Philippince as a result of President Roosevelt's indication that the United States will protect the islands as well as the Continent.

The declaration that the flag" flies over the Philippines is generally interpreted that the United States must consider the Philippines in its defence pro- gramme as long as it remains a part of the United States.

There he dabbled in politics, and except acting as an agent for the Orien- tal Bank, entirely severed his connections with the Far East. The news of his death at Shop- perton, near Edinburgh March 19, 1888, at the age of 81 years, was received with particu lar regret in the Colony where he had passed some twelve years of his life. The local newspapers spoke of his passing as "mark- a decade in our ing the end of earlier history, which was signa-
