I have the honor to inform you that the Secretary of State for the Colonies tells me that if the decisive orders have been sent to the Governor of the Philippines directing him to adopt proper measures for correcting the mistakes and irregularities in the Postal Service, which H.B.M's Consul at Manila complains of.
I have been further charged to report to the Ministry of the Colonies what measures he has ordered to be adopted for the purpose.
