Authority gave his consent to the creation of the Station, not at Lapa, as Koci intended east of Casa Branca in the Bugio Channel. Prompted by this partial expectation of perfect success, Koci proposed to establish a custom house office on the territory of Lapa in front of the town. The Portuguese Government refused to authorize this, knowing the secret purpose of the devices, legitimate in appearance. They were likewise refused to authorize the establishment of such an office in the Little Bugio, where the fiscal station already was, acceding to the representations made to him by the Viceroy.
The Viceroy agreed to place the office outside the inner Port, on the island of Lanza. The continual vexations to which the vessels coming to trade at Macao were subjected by the Chinese fiscal authorities, the insolence of the latter in carrying out their operations in Portuguese waters, the subterfuges and false allegations with which the Chinese authorities pretended to justify such acts, had compelled the Portuguese authorities to have their Customs boats removed close to the Little Bugio, and to lay down a line for them beyond Bugio, which they were not allowed to operate, after lengthy discussion on this matter, the Chinese authorities agreed to the place of anchorage for the revenue boats, which was settled at last by mutual arrangement.
