On the 22nd inst the Prince received H. E's minister's despatch asking whether in the event of a foreign Power desiring to negotiate a treaty with Anam, the king of that country would be free to act as an independent Sovereign, or whether as the tributary of China he would be expected, before concluding such a treaty, to consult the Chinese Government as to the nature and extent of its provisions.
The Prince has to observe that Anam is a tributary of China & the conditions of her relations with China are prescribed by law. In all matters of administration...
