For the information of H. Tu's fort, I beg to ask Y. I. H. Whether, in the Event of a foreign Power desiring to negotiate a treaty with Anam, the king of that Country would be free to act as an independent Sovereign or whether as a tributary of China he would be expected, before concluding a treaty, to consult the Chinese as to the nature and extent of such provisions.
