With reference to my Letter of the 11th instant, I am directed by the Earl of Salisbury to transmit to you for perusal of the Earl of Carnarvon, and to be returned when done with, the accompanying despatch from Her Majesty's Chargé d'Affaires at Peking, respecting the Loan contracted between the Macao Bank and the Hongkong and Shanghae Bank.
