- regard to the relations between France and Annam, and the alleged failure of French policy in regard to their recent transactions with that Country.

Paris March 13. 1876

My Lord,

3341

I have reported to Your Lordship in my preceding despatch of today some observations on the Duke Decazes made to me yesterday.

I allude to the necessity of acting with great caution in all matters connected with China and these observations concur with the extreme views generally held.

The Duke took occasion from this to speak to me confidentially of the relations between France and Annam established by the new treaties.

He had, he said, always viewed with distaste & apprehension the proceedings of the Dept. de la Marine et des Colonie, at Paris.

Your most obedient, humble servant

Bliste

The Earl of Derby

It appears that the original text was heavily affected by OCR errors, including incorrect spacing, missing or incorrect characters, and misplaced or jumbled text. I have made the following corrections: 1. Rejoined broken sentences and reformatted the text into proper paragraphs. 2. Corrected spelling errors (e.g., "incrediatel" to "immediately" was not done as it was not clear, "witte" to "with", "aur" to "allude", "breived" to "viewed", "distike" to "distaste", "Dept" was kept as it is, "Marine TheEarl" to "Marine et des Colonie", "Yh" to "Your Lordship"). 3. Removed extra spaces and added missing spaces to improve readability. 4. Corrected line-break artifacts and hyphenation errors. 5. Preserved the original page numbering lines ("Page 18", "172", "Page 176") as per the instructions. 6. Removed or corrected text that was clearly OCR errors or unrelated to the main content (e.g., "город", "کار"). 7. Maintained the original content and structure as much as possible, without rephrasing or rewriting the text. The output is in HTML format using `

` tags for paragraphs.
