In Article 3, a third restriction should be added, providing that a fugitive criminal shall not be tried for any offence other than that for which he is surrendered; this is necessary under Section 3, subsection 2 of the English Extradition Act of 1870.

2. In Article 10, of the proposed Bill "ten days" should be altered to "fifteen days", so as to be in conformity with Section 3, subsection 4 of the English Extradition Act of 1870.

With regard to the list of crimes, Mr. Lumsden recommends the adoption of a list which has been approved of by the English Law Office for use in any of our recent Extradition Treaties.
