Points on which information is wanted.
1. The proceedings of the Japanese Commissioners. Do they assert the Japanese claim to the islands, hoist a flag, or form any official establishment on shore? Do they attempt to exercise any jurisdiction over the settlers?
2. The number of settlers on the 3 groups of islands, - Borii, Bailey (Coffin) and Pavey groups - sexes, nationalities to which they belong & dates of arrival on the islands.
Among the settlers are Kanakas & Humber & Settlers.
