Two Men Hurt

Allegedly Takon Without Owner's

Permission

A sequel to an accident in Island Road on Sunday morning, when two Chinese were found lying beside a badly damaged motor cycle with serious injuries, was the appearance before Mr. II. I. Butlers at the Cen- tral Magistracy this morning of two men, Luk Tak-wing, 20, a student, charged with driving the cycle with- out the permission of the owner, and Cheng Tick, 24, a broker, charged with aiding and abetting Luk.

Traffic-Sergeant W. Campbell, who prosecuted, sald that the eyele be- longed to Mr. 8. C. Liu, of 8 Fort Street, ground floor, who had left it parked outside the Lido Dance Hall on Saturday evening. When Mr. Liu went to fetch the cycle, he found it had disappeared, and reported the maiter to the police.

About 2 am, on Sunday, Sergeant Campbell, on being informed that an eccléent had occurred in Island Rond between Stanley and Repulse Bay, proceeded to the scene, and found Luk and Cheng lying seriously in- jured beside the missing cycle, which was wrecked,

CONTROLLED ZONES IN SHANGHAI

Shanghai, Ort. 13. The question of policing the two Japanese-controlled areas of Hong- kew and Yangtszepoo in the event of their being opened up, has, it is understood, been the principal sub- ject

for discussion between the Japanese and the Shanghal Muni- Council in a series of con- ferences

nces carried on during the past few months, sintes the Shanghai Times.

The Japanese authorities, it is stated, indicated they would like to see Japanese police officers in charge of one or two police stations in the northern and eastern areas. Repre- sentatives on the council, it is under stood, agree to the scheme in prin- ciple.

One factor likely to influence a re- turn to normal conditions in Hong- kew and Yangtszepoo, the article states, is growing feeling on the part

of Japanese civilians in these areas that pence-time conditions be restored. Many Japanese feel that a civil, rather than military influence should now predominate these areas. One very complicating factor in the discussions is that the Council is un- able to recognise any Japanese re- gimes without the authorisation of the Powers.--Reuter.

DESTITUTE REFUGEES

To some extent connected with improvement of health are certain items of expenditure on the relief and assistance to various classes of the community.

"The problem we have most pro- minently before us at the moment is that of the unfortunate persons who are destitute on the streets as a result of the incursion of refugees from South China.

"A sum of $150,000 has been pro- vided under Charitable Services for the relief of such destilules but if the

camps which are now being created have to be maintained in full opera- tion for the whole of next year I fear

"As the Sessional Paper shows, It is desired to maintain expenditure on this programme at a steady annual figure in future years and while the plan is such that postponement could be made, the works ato in fact urgently needed and ought not to be put off if it can be avoided.

"It may be asked whether some of these could not be met from loan, 1 think that would be possible, but I believe that it is always sound finance to meet as much as we can out of revenue.

"We have in fact effected a com-

promise between loan and revenue because all waterworks capital ex-

"Moreover, the possibility must bo faced that many of these people who have become the responsibility of the Colony as a result of the disturbances fa South China will remain a responsibility for years to
