I am directed by the Lords Commissioners of Her Majesty's Treasury to transmit to you herewith, with reference to your letter of the 8th instant, and enclosed telegram from the Governor of Hong Kong, desiring to be informed of the proportion of the loss upon the China and Japan Mail matter which that Colony would be called upon to provide for in the event of its admission into the International Postal Union, Copy of the Postmaster General's Report on the subject;
I am to request that in laying the same before the Earl of Carnarvon, R. G. W. Herbert Esqr Colonial Office.
