The change in itself does not appear to be other than desirable as I have always maintained that we should interfere as little as possible in H.M.'s arrangements, and between the Treasury & Imperial authorities opinions in the Colony; but may declare by minute at what rate the dollar should be issued, they intend to issue by minute is not to become a standard that shall necessarily regulate other Colonial charges, I understood.
In Garden to say that Mr. Welby had informed you that they did not intend to communicate with the military authorities on the subject of the military contribution in the minutes that were given for paying the troops.
I am inclined to think that the new Order in Council will go direct from the Treasury to their Officer in the Colony, & will not like the previous ones pass through this office the proclamation by the Governor.

the new plan is to pass an Order in Council saying once for all that the rate at which the dollar is to be paid to the troops.
I would point out that in 1885 the Treasury had informed you that they still adhere to the position that the military authorities are not to be consulted officially on the subject.
Several Order in Council regarding the dollar have been sent to us, and published authoritatively in the Colony, e.g. those of 27th-1875 are low in Fixiy to Council in the Colony.
