Forwards 2 letters from Messrs Clacker Rawlins & Co. making application on behalf of the "Bank" and expressing great disaffection at the course in granting to the Hong Kong & Shanghai Bank the privilege.

Mr Meade:

I prepared the draft with A. Kennedy on Friday last week, I was away on Monday so that I did not see this letter until after that draft was passed, written and numbered.

I am on the whole rather glad that we sent off to the Governor that despatch, which is comparatively mild in tone, before this letter was received. It is more severe in tone than 10491/13 & 19647/74, for the Governor.
