I am directed by the Board of Trade to transmit to you the Earl of Carnarvon, the accompanying copy of a letter from Mr P. Denny relating to the alleged misconduct of the Chief Engineer of the Steam Ship "Ocean" and the inability of the Authorities at Hong Kong to take cognisance of the case.
The Board of Trade have suggested to Mr Denny that the Master might have prosecuted the Engineer in the Magistrates Court or have discharged him in the proper manner.
