I am directed by
the Earl of Carnarvon to acknowledge the receipt
of your letter of the 16th inst relative to the proceedings
of a naval Court held at Manila upon 3 seamen of the "Barque 'Frederick."
The Board of Trade will perceive from the enclosed despatch from the Governor of Hongkong
that on the advice of the Acting Attorney General these seamen were released
shortly after their arrival.
