In the circumstances I thought it better at once to accept the proposal of the Board of Trade with regard to telegraphing to Japan, because Mr Cohen in his letter to the Colonial Secretary of the 24th ult referred to a telegram from the Board to Japan.
In the event of the Board being unable to give us the apparatus (as proved to be the case lately in May for Calcutta) we would be no worse off.
When I hear from the Board of Trade that arrangements for procuring the apparatus are being made I shall telegraph to Japan at once, it being for Japan to arrange with the Japanese Government for the payment thereof.
