Roosevelt's Pledge to Guard Canada Debated

But Speech Will Give Lead To Public Opinion
Washington, Aug. 18.
President Roosevelt's speech at Kingston, Ontario, in which he said that the United States would not "stand idly by if a foreign Empire attacked Canada," is given great prominence in the American press and in diplomatic circles, which feel that it will give a lead to public opinion.

which goes to this profit. Neither Hankow line, according to ports from Canton.
The opinion is expressed that the President's address is much more restrained than his "Quarantine of Aggressors" speech in Chicago last year, and it is felt south-bound traffe cannot move. that the pledge to Canada is hardly as striking as it seems at first glance, since it is really conditional on two highly problematical contingencies, namely, the defeat of the British or United States navies.
The U.S. Navy is now based in the Pacific with a defence line tros Alaska to the Panama Canal, and an invader from the west could reach Canada only if this line were broken. Similarly, an invasion from the cast could only fullow the defeat of the British Deet In the Atlantle. If this occurred the U.S. fleet would imme- diately split into two to patrol both the Allanile and Pacifle approaches to the North American continent.
The chances of any U.S. adminis- tration permitting a foreign fleet to sail up the St. Lawrence river in such a contingency is regarded here; as unbelievably remote.-Reuter,
