Cargoes conveyed to Jalu native bottoms shall be allowed to be initiated in the regulations of the exacting trade, but if conveyed in foreign craft, the latter shall be subject to the Custom House Regulations in force at the port of departure.

The Board of Finance shall submit to this Government such Regulations as they may deem necessary for the furtherance and realization of the objects of this Scheme.
