I have to add that there is a further heavy item for freight, namely the ... having been sent out by another line than the Peninsular and Oriental Steam Ship Company, which Company had promised to carry it to Hongkong free of freight.
Under these circumstances, and considering that the Society is to be saddled with this expenditure, it would nip in the bud what is at present extremely modest—an attempt to organize a protective device against the ravages of the terrible storms of this neighborhood, I thought it better to suggest to the Legislative Council that the Government defray the entire charge of the apparatus and the cost of the freight; making it public property and meanwhile handing it over to the custodianship of the Ammane Society. The Legislative Council has approved of this course.
The money has been voted; and I have now to request Your Lordship's approval and sanction of the arrangement which appeared to be the only practicable one.
