by the Colonial Chaplain.

I venture to suggest that the Colonial Chaplain, after the passing of the bill, should be debarred from taking any marriage fee, or that such fee should be paid into the Colonial Treasury, and that in consideration of his loss he should be allowed a sum of $30 per mensem in addition to his salary, compensated by a bonus equal to two years' salary.

I could state personal reasons why I can ill afford to lose so important a portion of my income; I however prefer simply to request His Excellency's consideration on the ground of justice and equity.
I have to,
(Signed) R. Hayward Redwar[d] Colonial Chaplain
