2nd the section, proposed by the New Ordinance is the same for all Steamers and the Directors of the Hongkong, Canton and Macao Steamboat Company don't seem to raise any objection to the proposal.

It's unsafe to overcrowd a vessel as due regard must be had to recident.

In the "Schaugs" measurement under the deck space system the saloon has been erroneously measured. This space being reserved for Europeans it is not likely that Chinese would be admitted

Harbour Master says that there is a considerable doubt as to whether under the Chinese Passenger Act a Steamer of the "Schaugs" construction would be permitted to convey passengers at all over 20 on journey.
