This protest has only reached us just before the meeting of the Council.
There is scarcely time to go through and reply to the various objections raised by Messrs Butterfield and Swire.
The following replies to any disapproval are submitted.
The River steamers employed in the United Kingdom are of totally different construction to the "Schang..." and seldom carry cargo in the spaces appropriated to Passengers.
The "Ichang" always carries cargo in those spaces, and the vessel, if the space check were adopted, would have to be remeasured every voyage to ascertain that the Ordinance was not being evaded.
