The newly appointed Chinese Minister passed through Hong Kong last week.
He was officially received by the Governor, by whom the same course was taken with regard to the Officers of the Garrison - viz:- the attendance of the Commanding Officer and other officers being required or invited without any communication or reference being made to the Major General Commanding.
I must again express the great reluctance with which I intrude a police matter of this kind on His Royal Highness the Field Marshal Commanding in Chief - but it appears to be the repetition by the Governor of the practice alluded to before.
