the Ordinance was only declaratory of Imperial law and that there was no attempt to change the English law on the publication of Piracy.
Mr Snowden and myself still think that the Ordinance would be
very desirable, as it gives in short compass the law on piracy which is administered here, and I hope His Excellency will think the matter of sufficient importance, having regard to the desirability of consolidation, to submit the draft to the consideration of the Right Honorable The Secretary
of State.
