Referring to the Piracy Ordinance
which was
brought before the Legislative
Council for a second time yesterday
&
have the honor to forward four Copies
Embodying Amendments which it was
intended to propose
to propose in case the Bill
had not been withdrawn.
I was quite aware of the objection
of the Chief Justice viz. that it ought be
thought
we were assuming legislative
functions.
