Report on Ordinance No. 9 of 1876. Gambling
Since the Rules and Regulations framed under Section XVIII of Ordinance 9 of 1867, gambling known as "Wai Sing", "Pak Hop Pin", "Tsai Fa" and other lotteries has flourished with impunity. The penalties attached to this species of gambling were contingent on a breach of the Regulations and consequently their abrogation in 1870 did away with the power of punishment.
Recent occurrences in connection with
