Section X gives the Governor in Council power to deport prisoners undergoing punishment which he could not do before, see Forsyth -

Ordinance 4 of 1871, provided for the punishment and redeportation of criminals who had returned to this Colony before the expiration of the term of their banishment, and the present ordinance extends that power to the cases of Criminals who in breach of conditional pardons return to the Colony.
Section XVI places in the hands of the Officer for the time being in command of the Police, the duty of ordering Chinese lepers to be sent to Canton, instead of locking them up and taking them before the Magistrates. Arrangements have been made with the Canton Authorities for the reception of lepers, and sheds will be constructed in the suburbs of this city for their temporary detention.
The 16th Section was practically in force already because almost all lepers here are mendicants and as such could be deported. It may be thought this is strong legislation but the circumstances necessitate it, and there is no danger of the Colony being abused under it. The Chief of the Police is a Justice of the Peace by his office.
